Revoking the Electricity System Code
Draft decision
As part of our objective to streamline and update regulatory frameworks, we are currently reviewing the Electricity System Code. Established in 2000, the code contains obligations relating to Victorian electricity transmission and distribution businesses.
We are proposing to revoke the Electricity System Code as we consider it is no longer a relevant regulatory instrument, given that transmission and distribution business are now primarily regulated through the national energy framework – the National Electricity Rules and National Electricity Law, which are administered by the Australian Energy Market Operator (AEMO) and the Australian Energy Regulator (AER).
As part of our review, we also plan to update existing transmission licences to reflect the revocation of the code and ensure consistency across transmission licences.

Next steps
Stakeholder feedback will inform our final decision which is expected to be published by March 2024.
