Various energy efficiency activities can be undertaken under the Victorian Energy Upgrades (VEU) program to create Victorian energy efficiency certificates (VEECs).
Overview of VEU activities
Victorian energy efficiency certificates (VEECs) can be created through new installations or projects that deliver energy savings, when carried out by an accredited person. Each certificate represents one tonne of greenhouse gas emissions reduction (CO2-e).
The various installation and project-based activities that create VEECs under the Victorian Energy Upgrades (VEU) program are listed in the table below.

* Refrigerated cabinet installations are subject to a discount factor of zero for installation of products belonging to class 1 to 11 inclusive under the GEMS (Refrigerated Cabinets) Determination 2020 (Cth) effective from 29 June 2022.
Residential sector activities
For an activity to be eligible within the residential sector, the activity must be carried out in a residential premises classified under Part A3 of the Building Code of Australia as a class 1, 2, 3 or 4 building.
Non-residential sector activities
For an activity to be eligible within the non-residential sector, the premises:
- must not be a residential premises
- must not be a scheduled activity premises as defined in the Principal Regulations, unless the occupier of the premises has met the opt-in provisions.
Activity requirements
