How we register Victorian energy efficiency certificates (VEECs)
When accredited persons create Victorian energy efficiency certificates (VEECs) for installations undertaken as part of the Victorian Energy Upgrades (VEU) program, they submit the VEEC creation activity to us for assessment.
Assessing VEECs
From 1 November 2023, certificate fees will be charged at the point of creation, regardless of whether the VEEC is successfully registered. We will not be able to begin work evaluating certificates for registration until the certificate creation fee is paid.
We assess submissions each week and will seek further information if required. We use a risk-based process to inform our consideration of information requirements. We also use 'risk flags' and trends analysis that direct our assessment on claimed VEECs.
Our assessments determine whether an installation complies with program requirements for the particular activity. Assessment timeframes can range from seven to 42 days, depending on the risk rating of the activity and accredited person.
During our assessment we will check that:
- the activity is not a duplicate of a previous activity
- the product type and quantity matches what has been claimed
- all aspects of the activity are accurately reflected in the submitted information
- the abatement corresponding to the VEECs created is realised the documentation provided meets our requirements.
If the information provided by an accredited person is insufficient to demonstrate that VEECs have been properly created, the accredited person may withdraw the VEECs or the commission may refuse registration of the VEECs, in both instances the creation fee will still be charged.
The commission will waive VEEC creation fees when an accredited person withdraws an external duplicate through the online registry before the 6am invoicing deadline on Tuesdays and Thursdays. An ‘external duplicate’ is where another accredited person has created certificates for the same activity at the same address. Activities that have had the fee waived will be clearly identified to allow easy reconciliation.
Registering VEECs
Once VEEC creation claims have been validated, we will register the VEECs. Once registered, the accredited person can sell the VEECs.
