Changes to in-home display (activity 30) requirements
We have made the following changes to our requirements in response to some identified issues and feedback from accredited persons regarding the in-home display activity (activity 30) activity to gain assurance that IHD units are being installed correctly at consumers’ premises:
- updates to the training requirements for this activity (to include installers being appropriately trained in the correct and safe installation of the IHD unit they are installing, including training to ensure that transmitter device is secured in a location which allows for satisfactory signal transmission (e.g. on the outside of metal meter boxes) and safe positioning of any cables.
- update to the photographic evidence requirements for installing non-Zigbee-units (activity 30B) to require a photo of the installed unit, showing both the meter serial number and the entire meter box with the IHD unit installed.
We have updated the Appliance activity guide to reflect the updated requirements and to include examples of the required photographic evidence to provide clarity for installers on the evidence they need to capture when installing IHD units (see appendix B)
The additional evidence requirements for IHD installations are effective for activity creations on or after 13 November 2021.
Guidance on existing energy bill requirements
We have considered feedback from accredited persons regarding concerns around the collection of consumers’ energy bills and determined that we require this information to assess compliance of in-home display installations with the program’s legislation.
Accredited persons are reminded that installers must appropriately discuss the declarations contained in the VEEC assignment form and the functionality of the IHD device prior to signing the form.
Changes to high efficiency refrigerator and freezer requirements (activity 22)
We have been notified of cases where accredited persons were creating certificates for high efficiency refrigerator and freezer (activity 22) upgrades without having delivered the product to the consumer. In response to this issue, we have amended our evidentiary requirements for this activity to require accredited persons to collect both proof of purchase and delivery (or installation) of the installed product. See table 1 below.

We have also amended the Appliance activity guide to clarify for accredited providers that:
- certificates cannot be created until a product has been delivered to the consumer
- the installation date to be entered in the assignment form and creation form cannot be before the date of delivery.
These changes are effective from 01 December 2021.
