Victorian Energy Upgrades program documents have been updated to include new safety requirements for lighting products.
Residential lighting product safety requirements in the VEU program
The Electrical Equipment Safety System (EESS) requirements for the sale of electrical equipment in Victoria becomes mandatory from 1 October 2019.
All self–ballasted LED lighting equipment and drivers (control and conditioning devices) are affected by the changes and must be registered on the national Electrical Regulatory Council’s (ERAC) database.
These requirements are not limited to the VEU program. It is a national safety requirement which was implemented in Victorian legislation on 1 April 2019 and allowed for a transition period of six months. At the end of the transition period on 1 October, these requirements become mandatory.

Who is affected?
- Product applicants for incandescent lighting (product category 21)
- Product suppliers for incandescent lighting (product category 21)
- Accredited Persons and installers undertaking incandescent lighting upgrades (activity 21)
All suppliers, accredited persons and installers of (pre 1 October 2019) approved residential lighting products are advised to check the eligibility of these products under these new requirements with the product supplier.
New product evidentiary requirements
Many product suppliers have already registered on the ERAC database.
From 1 October 2019, applicants must provide evidence to us that their products are registered in the ERAC database when submitting new applications for incandescent lighting products under the VEU program, except for product category 21C. The evidence required is a screen shot of the ERAC database showing the brand and model of the product which is being applied for.
Lighting application guide
We will publish an update to the Lighting Product Application Guide by 1 October 2019 to reflect these changes.
