Updates to project-based activities 2019

This page outlines updates from September 2019 relating to the Measurement and Verification in Victorian Energy Upgrades – Specifications - Version 3.0 and other project-based activities document changes.

The following stakeholders should be aware of these changes when considering undertaking project-based activities:

accredited persons that intend to participate in project-based activities using the measurement and verification method
current and prospective approved measurement and verification professionals (AM&VPs).

Overview

The measurement and verification specifications have been updated by the Department of Environment, Land, Water and Planning (DELWP) to allow multi-site projects. These are projects which have multiple premises where the upgrades at each premises are essentially identical. We have also made changes to the VEU Registry portal to allow applications for multi-site projects.

Information on multi-site projects and several other minor changes and clarifications have been included in the latest version of project-based activities guidance documents.

We have also introduced new requirements around lighting equipment and photographic evidence for project-based activities. These new requirements will improve the efficiency of project assessments by providing us with a better understanding of your project and how it saves energy.

Multi-site projects

Accredited persons are now able to apply for upgrades at multiple sites under a single project. For multiple sites to be considered one project, the following must be essentially identical across all sites:

service(s) affected
energy source(s) affected
International Performance Measurement and Verification Protocol (IPMVP) option(s)
VEEC creation method(s)
independent variables, reasoning and decisions in model development (if using regression analysis).

All details for claiming for multi-site projects can be found in the Victorian Energy Upgrades Measurement & Verification Specifications Version 3.0 and the project-based activities measurement and verification guidance documents.

Document updates

A detailed list of the latest changes to the project-based activities measurement and verification documents is found in Table 1 below. All of the documents in Table 1 can be found on the measurement and verification method page.

Table 2 contains details of the latest changes to project-based activities benchmark rating documents. All of the documents in Table 2 can be found on the benchmark rating method page.

Table 3 outlines the latest changes to other project-based activities documents which can be found on both the measurement and verification method and benchmark rating method web pages.
