Victorian Energy Upgrades (VEU) accredited persons will need to provide information about lead generation and acknowledge their compliance with the code of conduct when creating certificates.
Updates to the VEU certificate creation process

We are updating the forms to create Victorian energy efficiency certificates (VEECs) to collect lead generation information for the following VEU activities:
- heat pump replacing electric resistance (activity 1D) - residential activities only
- room air-to-air heat pump for space heating (activity 10) - residential and non-residential activities
- weather sealing (activity 15) - residential activities
- low flow shower rose (activity 17) - residential and non-residential activities
- in-home display units (activity 30) - non-residential activities
- refrigerated cabinet (activity 32) - non-residential activities
The new fields accredited persons will need to complete for the forms are:

Accredited persons will need to use the new forms to submit creations for activities carried out from 20 February 2023.
Accredited persons will also need to acknowledge compliance with the VEU code of conduct (the code) as part of the terms and conditions when creating VEECs for any VEU activity.
I acknowledge that I have ensured that all scheme participants have complied with the code of conduct contained in the Victorian Energy Efficiency Target Regulations 2018, before submitting a certificate for registration to the Essential Services Commission.
Background
We have made these changes to help us monitor compliance of accredited persons with their code of conduct obligations. The code places obligations for lead generators to disclose information to consumers, including their company details and the name of the accredited person creating certificates. Accredited persons must be able to demonstrate that any lead generation or marketing activity they conduct, or is conducted on their behalf, is compliant with the code.
We made these changes after consulting with accredited persons.
After the consultation, we:
- added more lead generation options to those proposed as part of the consultation to make selection easier for accredited persons
- revised the commencement date for use of the form from 23 January 2023 to 20 February 2023.
We received one submission to our consultation. The feedback included requesting a definition for “lead generator” in the code. This feedback is outside the scope of this consultation and as it involves a regulation amendment, is a matter for Department of Energy, Environment and Climate Action (formerly known as the Department of Environment, Land, Water and Planning or DELWP) to consider. We have forwarded this feedback to the Department for their consideration.
We have published resources to support accredited persons and scheme participants understand how they can practically comply with the code.
Legislative context
Accredited persons may only create VEECs using an upload form specified by the commission [see section 21(1) of the Victorian Energy Efficiency Target Act 2007 and clause 9.2 of the Victorian Energy Efficiency Target Guidelines].
