We have released updated guidance documents and VEU registry changes to reflect the release of Victorian Energy Upgrades - Specifications 2018 - Version 11.0. Key update is revision to refrigerated display cabinet activity (activity 32). Other minor updates relating to activities 10, 33 and 34.

Victorian Energy Upgrades (VEU) – Specifications 2018 – Version 11.0 release
The Department of Environment, Land, Water and Planning has released Version 11.0 of the VEU specifications which comes in effect from 30 October 2021. The changes include:
- Revisions to part 32 activity (refrigerated cabinet) – see below for further detail
- Changes to equation 10.5 of the VEU specifications - the abatement calculation for activity scenario 10(v) - replacing a refrigerative air conditioner and plug-in electric room heater with a room air-to-air heat pump - to include an electricity emissions factor.
- Change in terminology from ‘refrigerated display cabinets’ to ‘refrigerated cabinets’ under refrigeration fan motor and ventilation fan motor activity (activity 33)
- Corrected date for part 34 activity (building based lighting upgrades) - applicable to 31 January 2022
- Clarified product requirements for voltage reduction units in table 34.1 of part 34 activity (building based lighting upgrades).
Revised refrigerated cabinet activity (activity 32)
The Department of Environment, Land, Water and Planning has updated this activity in the VEU specifications to reflect the introduction of the Greenhouse and Energy Minimum Standards (GEMS) (Refrigerated Cabinets) Determination 2020 in relation to this activity. These changes include:
- a change in activity name from ‘refrigerated display cabinet’ to ‘refrigerated cabinet’ (activity 32) to reflect the broader range of product classes covered under the determination
- expanding the range of products that can be installed under the updated refrigerated cabinet activity
- providing a transition period for installation of products registered under the GEMS Determination 2012 up to 30 June 2022

Products which have been approved to date under GEMS (Refrigerated Displayed Cabinets) Determination 2012 will remain listed on our Register of Products for use in the VEU program up to 30 June 2022. After this date, only products approved under GEMS Determination 2020 will be able for installation under the program.
We will be populating the Register of products with products which have been approved under GEMS (Refrigerated Cabinets) Determination 2020 this evening as part of our update to the VEU registry system.
Victorian energy efficiency certificate (VEEC) assignment form and certificate creation form

The new certificate creation form – 32(21) - will be available from the VEU registry from 30 October 2021.

We have updated the following documents to reflect changes to the VEU specifications in addition to VEEC assignment forms noted above:
VEU registry update
We will be updating the VEU registry this evening to reflect above changes to the refrigerated display cabinet activity (activity 32) and space heating - room air to air heat pump activity (activity 10). Accordingly, the VEU registry will not be available from 6pm to 10pm this evening (Friday, 29 October).
