Victorian Energy Upgrades code of conduct comes into effect
1 July 2022
VEU code of conduct starts 1 July 2022
From today, 1 July 2022, the new Victorian Energy Upgrades (VEU) code of conduct comes into effect. The code improves the protection of consumer rights under the program.
Every business and person involved in engaging with customers or responsible for creating energy efficiency certificates under the VEU program is required to follow and adhere to the code. It requires them to:
- act in a professional and ethical manner;
- protect consumers’ interests and promote confidence in the VEU program;
- meet high standards of conduct in their dealings with consumers; and
- comply with:
- the Victorian Energy Efficiency Target Act;
- the Victorian Energy Efficiency Target Regulations;
- the Victorian Energy Upgrades Specifications; and
- the Australian Consumer Law (Victoria).

To ensure everyone understands consumers’ rights under the code, the Essential Services Commission have updated the following:

- Meeting your obligations under the VEU code of conduct page on our website
- Obligations and Program Guide for Accredited Persons
- Assignment form templates.
We expect the new templates to be adopted by businesses and persons involved in engaging with customers or responsible for creating energy efficiency certificates under the VEU program by Friday 15th July.
Additionally, we have developed and published a consumer information resource. This resource will support businesses and persons involved in engaging with customers or responsible for creating energy efficiency certificates under the VEU program meet some of their obligations under the code.
