New customer contributions guiding resources
Overview
New customer contributions are levied by water businesses when new customers connect to the existing water, sewerage and recycled water networks. They are sometimes known as ‘developer charges’. In some cases, these charges are paid by developers, and in others, they are paid by the customer.
In 2011 and 2012, we reviewed the regulatory framework for new customer contributions. We based our findings on a new, cost-reflective approach. The framework came into effect on 1 July 2013.
Water businesses can use our estimate guidance and capital contribution model to ensure they align with this framework.
