Lighting changes - update on recycling invoice requirements and other matters
We have updated our lighting activity guides to clarify that recycling invoices do not need to be provided to us prior to certificate creation. They will need to be provided to us upon request.
Other changes have also been made to the building based lighting upgrade activity guide, including:
- updating evidentiary requirements for J6 upgrades
- removing retirement villages reference under class 9c buildings.
All program participants involved in lighting activities should review the updated stakeholder documents to ensure compliance with below updated requirements.
Updates to recycling invoice requirements - all lighting activities
We have recently received queries from stakeholders around the need to obtain (and provide) recycling invoices to us for lighting activities prior to certificate creation.
We accept that accredited persons may experience delays in receipt of recycling invoice further to depositing their lighting equipment for recycling, and that it is reasonable for accredited persons to create certificates prior to receipt of this recycling invoice.
Our position is that lighting equipment needs to be decommissioned prior to certificate creation. Recycling invoices will only need to be provided to us upon request - either as part of the certificate validation process (which will usually occur five to 10 days after accredited persons have submitted their certificate creation claims) or our post-registration audit process.

Classification of retirement villages as class 9c buildings | We have removed references of retirement villages under class 9c (aged care buildings). | Aged care buildings are residential accommodation for elderly people who, due to varying degrees of incapacity associated with the ageing process, are provided with personal care services and 24 hour staff assistance to evacuate the building in an emergency. Retirement villages, which usually represent a housing community, are more aligned to residential premises and should be claimed in accordance with this definition. |
