How to become accredited
Only accredited persons are able to create certificates under the Victorian Energy Upgrades program. To become an accredited person, you must:
- open a VEU account
- submit a completed application form for accreditation and provide all requested supporting documentation. You can obtain a VEET scheme registry account as part of your accreditation application process which is required from 1 November 2023 to be eligible to create and hold Victorian Energy Efficiency Certificates)
- pay the required $3000 accreditation fee (once you have been invoiced by us).
Your accreditation will be valid for 12 months from the date it is approved and will need to be renewed annually. Applications for renewal must be submitted at least 90 calendar days before expiry.
We will decide whether to approve or refuse an application for accreditation or renewal of existing accreditation. Our assessment includes considering whether you are fit and proper, and competent and capable, to be accredited to participate in the VEU program.
If you are applying for accreditation, or for project-based activities, gas efficiency activities, public lighting upgrade (activity 27) or non-building based lighting upgrade (activity 35) and certain lighting upgrade activities, you will need to fill out relevant appendices in Part B of the application form, tailored for that particular activity.

Application assessment timeframes
We are required to make a decision on an application within a period of 20 business days, commencing from the day we receive your complete application with accompanying fee.
Where we require further information in relation to your application, the timeframe may be paused to enable that information to be provided. We may also seek your agreement to extend the timeframe to consider your application.
If no decision is made within the time period, your application is taken to have been refused.
If you are already accredited
If you are already accredited to participate in the program, changes taking effect from 1 July 2023 mean you will need to apply to have your accreditation renewed. Further information on when you need to make that application and how to go about making that application can be found here.
Applications can take several months in total to finalise if they are incomplete and we need to request further information from you. To speed up the assessment time we recommend that you:
- refer to the application, program and relevant activity guides for information
- submit a complete application form along with all required supporting materials
- respond to RFIs in a timely manner addressing all aspects identified as incomplete
- apply for multiple activities in one application.
